Their feasibility is not as clear-cut as progress in biology, neuroscience, and poverty reduction. Viewing artificial intelligence as a guarantor of freedom, individual rights, and legal equality is a powerful vision that must not be abandoned. In the 21st century, an AI-empowered governance system could become a stronger protector of personal freedoms and a beacon of hope, prompting liberal democracy to become a globally pursued form of government.
Covenant Strategy
The alliance of democratic nations attempts to gain a significant advantage in the field of strong artificial intelligence, even if it is only temporary, by ensuring the supply chain of artificial intelligence, rapidly expanding, and preventing or delaying opponents from obtaining key resources such as chips and semiconductor equipment.
Tilting Global Governance Toward Democracy
Firstly, the improvement in quality of life mentioned in the previous sections (such as mental health, happiness, and education) should help promote democracy. Generally speaking, when people's other needs are met, they desire self-expression more, and democracy is a form of self-expression. On the contrary, authoritarianism relies on fear and resentment to maintain itself.
Secondly, open information flow does indeed have the potential to weaken authoritarianism, provided that authoritarian governments cannot censor it. Unreviewed artificial intelligence can also provide individuals with powerful tools to help them fight against oppressive governments. Oppressive governments usually maintain their rule by depriving people of a certain "common sense" understanding, preventing them from realizing that "the emperor actually has no clothes."
Legal System
The legal system has always faced a dilemma: laws strive for justice, but are interpreted by biased humans. Transparency will be crucial in any such system, and mature artificial intelligence science may be able to provide this: the training process of these systems can be thoroughly studied, advanced explainability techniques can be used to deeply observe the final model, assessing whether there are hidden biases, something humans cannot do. In addition, such artificial intelligence tools can be used to monitor violations of basic rights in judicial or police contexts, thereby making the constitution more self-enforcing.
Computational Democracy Project
Artificial intelligence can be used to aggregate public opinion, promote consensus among citizens, resolve conflicts, find common ground, and facilitate compromise. The Computational Democracy Project has already made some preliminary explorations in this direction, including collaborations with Anthropic. A more information-literate and thoughtful citizenry will clearly strengthen the stability of democratic institutions.
Providing Government Services
Medical benefits or social services, these services should theoretically be open to everyone, but in reality are often severely insufficient, and worse in some places than others. An insightful and well-informed artificial intelligence whose job is to help you obtain all the rights legally due to you in an easy-to-understand way, and help you comply with those often confusing government regulations, would be a major step forward. Enhancing the service capacity of the state not only helps fulfill the promise of equality before the law, but also enhances respect for democratic governance.
5. Work and Meaning
Sense of Meaning

Because of unequal access to new technologies, most people may not be able to make meaningful contributions in an economy driven by highly advanced artificial intelligence.

All these solutions have a large number of potential problems, and it is impossible to know whether they are reasonable through simple speculation; a lot of iteration and experimentation will be needed to draw conclusions. As with other challenges, we may need to work hard for a good outcome, because exploitative or dystopian directions are obviously possible and must be guarded against.
